Paula Lee (Day) Riggs, age 55, of Santa Rosa Beach, Fla., went home to be with the Lord on Wednesday, Sept. 5, 2012.

She was born on March 29, 1957, in Guantanamo Bay, Cuba. Paula attended College of Charleston and graduated from North Florida University with a degree in Psychology. Paula was a Navy brat who lived in many places, such as Subic Bay, Philippines; Newport, Rhode Island; Charleston, S.C.; and Jacksonville Beach, Fla. It was there that she met and was married to Steve Riggs.

Paula Riggs served many years of dedicated public service. She loved being in politics and always did what she felt was right in serving her community and her neighbors. She was a two-term Okaloosa County Commissioner as well as the Chairman of the Okaloosa-Walton County Transportation Planning Organization and Chairman of the State Library Council. Paula was appointed by Gov. Jeb Bush to serve on the Intergovernmental Relations Legislative Committee. She was particularly known for her commitment to helping those in the community most in need.

Paula's life was all about family. She was a daddy's girl from the start and was extremely devoted to her parents. She raised four wonderful children of her own, but was quick to mother any kids who needed a meal, a ride to a ballgame, or just an ear to listen. She was in love with her two grandchildren, Isabella and Stephen, and was a shining influence in their young lives.

Paula was fun and quirky and openhearted to all she met. She had a strong character and a strong faith in God. And though she suffered illness, she never hesitated to show love toward others and love for life. She will be greatly missed by all who knew her.

Paula is survived by her parents, Cmdr. Earl F. Day, U.S. Navy (retired) and Sarah Ella Day, of Seagrove, Fla.; her son, Stephen Riggs IV, and his wife, Amy, and their children, Isabella and Stephen V., of Destin, Fla.; her son, Sterling Riggs, of Louisville, Ky.; her son, Stewart Riggs, and his wife, Jena, of Nashville, Tenn.; her daughter, Sarah Riggs Marcrom, and her husband, Samuel, of Memphis, Tenn.; her sister, Pam Asher, and her husband, Jim, of Hooks, Texas; her sister, Patricia LeClere, of Jacksonville, Fla.; and her brother, Robert F. Day, and his wife, Laura, of Tampa, Fla.

The family will receive friends from 6 to 8 p.m., on Saturday, Sept. 8, 2012, at Fort Walton Beach Church of Christ, 232 Hollywood Blvd., S.E., Fort Walton Beach, FL 32548. Funeral services will be held at the church on Sunday, Sept. 9, 2012, at 2 p.m. A private family burial will be held at Beal Memorial Cemetery.

Flowers are accepted or donations can be made to the American Cancer Society or St. Jude Children's Research Hospital , in Paula's memory.
