Francis served as a Sergeant & Ball Turret Gunner on B-17G #44-6519, 602nd Bomber Squadron, 398th Bomber Group, Heavy, U.S. Army Air Forces during World War II.

He resided in Erie County, New York prior to the war.

He enlisted in the Army Air Corps on December 17, 1943 at Fort Dix, New Jersey. He was noted, at the time of his enlistment, as being Single, without dependents.

B-17G #44-6519 took off, with a crew of 9, from Nuthampstead, England on a bombing mission over Munster, Germany. Over the target, shortly after bombs away, they were seen going down apparently having been hit by ground anti-aircraft fire and crashing near their target. 8 of the crew were killed and 1 survived.

Francis was "Killed In Action" during the war.

He was awarded the Air Medal with 1 Oak Leaf Cluster and a Purple Heart.
