Elizabeth Frances "Betty" Menefee, 64, was teacher, principal and administrator for Houston Independent School District for 22 years. She first taught at Kashmere Gardens and Jefferson Elementary Schools before taking over as principal for Alamo Elementary. In 1971, she became the instructional coordinator for the federal Title I program, an enrichment program for underprivileged children. She was a past president of the Texas Association for Childhood Development.
