Maine Governor, U.S. Congressman. He served as the 70th Governor of Maine from January 3, 1979 to January 7, 1987. He also served in the United States House of Representatives from the 1st District of Maine from January 7, 1987 to January 3, 1991. He attended both Boston College, where he earned his bachelor's degree, and University of Maine Law School, where he earned his LLB degree. From 1953 to 1955, he served in the United States Army. In 1964, he was elected to the Maine House of Representatives and went on to serve until 1971, after being elected county attorney for Cumberland County. He served in this post until 1973, when he stepped down to take a seat in the Maine State Senate. His tenure in the state senate lasted until 1975, when he was appointed to the post of state attorney general. He would hold this office until 1979, when he stepped down to become governor. In 1978, he ran, as a Democrat, for the governorship of Maine and was successful in both the Democratic Party primary and general election that year. He served as governor from 1979 to his stepping down after two terms in 1987. In 1986, he ran for a seat in the United States House of Representatives and was successful in the November general election. He went on to serve two terms before stepping down to make an unsuccessful bid for governor in 1990. He later made unsuccessful bids for both the governorship (1994) and the United States Senate (1996). From 1999 to 2013, he served as a commissioner of the Federal Maritime Commission.
