William James "Bill" Donnelly was born on February 19, 1922 in Syracuse, Onondaga County, New York to John Dardis Donnelly and Catherine M. Costigan Donnelly. He had three siblings. He worked as a railroad fireman for the New York Central Railroad. Bill married Margaret Ina "Peggy" Rommes Donnelly, and they became the parents of Frances Marie Donnelly Mineo, William D. Donnelly, and Mary Ellen Donnelly Patton.
Bill passed away at age 64 on September 21, 1986 in Syracuse and is buried near his wife and parents at Saint Agnes Cemetery in Syracuse.
