A native of Denton, McNeil was born April 7, 1893 and attended North Texas State University. He earned a bachelor of science degree from the University of Denver in 1917.
He taught school in Denton County and later became county agent in Colorado County before coming to Archer and Clay counties as county agent in the early 1930s. He later served Archer County alone, then in 1936 he was transferred to Wichita County where he remained until his retirement in 1948.
An active worker in the board of the Texas-Oklahoma Fair, he was also instrumental in the establishment of the 4-H complex on Midwestern Parkway in Wichita Falls. He assisted in the organization of the Wichita County Farm Bureau, the Farm and Ranch Club, the Wichita-Wilbarger Soil Conservation District, and the Production Credit Association and other community organizations. He was a member of the United Methodist Church, the Downtown Kiwanis, the Masonic Lodge, Shrine Temple, and the Texas County Agents Association.
He is survived by his wife, Berniece, a sister Mrs. Helen Croomrod of El Paso, and a brother Joe B. McNeil of Wichita Falls.
