Born September 23, 1925 in Weverton, MD, she was the daughter of the late Albert William Coulter and Elizabeth Alcinda Reeser Coulter.
She was a member of Brownsville Church of the Brethren.
Idell was Past President of Pleasant Valley Senior Citizens. The family would like to thank the staff and caregivers at Tranquility at Fredericktowne for their kind care and attention.
She is survived by her son, Charles Waters and wife, Patti of Knoxville, MD; two grandchildren, Andrew Waters and wife, Ashley of New Market, MD and Kristen Bowling and husband, Kyle of Arnold, MD; three great-grandchildren, Caroline, Torin and Cayla.
In addition to her parents, she was preceded in death by her beloved husband, George Marvin Waters in 1990.
Graveside services will be held at 11:00 am on Saturday, August 25, 2018 at Old Brownsville Cemetery with Pastor Alan Smith officiating.
The family will receive friends at the Eackles-Spencer & Norton Funeral Home, 256 Halltown Road, Harpers Ferry, WV on Friday evening from 6-8 pm.
In lieu of flowers, memorials may be made to Brownsville Church of the Brethren.
