Rusty was born June 2, 1959 in Chillicothe, Ohio, the son of the late Arthur Russell Cockrell and Rose Marie (Palmer) Cockrell. On February 3, 1994, he was united in marriage to Lorrie Ann (Hines) Cockrell who survives.
Also surviving are a son of Chillicothe, Ohio, a brother and wife of Chillicothe, Ohio and a sister of Lancaster, Ohio.
Rusty was preceded in death by his parents.
Rusty was a former employee of ODNR and the Ross County Engineers Office.
Graveside services will be held at the convenience of the family.
