Lummie was the son of Eli Phillips Sr.Lummie lived most of his life in Santa Rosa county married to Addie M. Phillips. He work for the Santa Rosa County detention system as a prison guard. He was once shot trying to prevent a prison break, but recovered from his wound. He was the youngest of three brothers Linsey, William Rufus (Price) & Eli (Bud) Phillips Jr and one sister Ida Phillips Lewis.

JAY - Lummie C Phillips, 72, of Route 1 Box 355 Jay, died Tuesday (12/19/1972)in a Santa Rosa hospital.
A native and life long resident of Santa Rosa County, he was a retired state employee.
Survivors include his widow, Mrs. Addie Phillips of Jay; a daughter Mrs. Louvene Carbone of New York, NY; two sons George Phillips of Panama City, FL and Joe Phillips Jackson, Miss. and five grandchildren.
Funeral services will be 2:30 pm Thursday in Pine Grove Baptist Church with the Rev E.L. Bennett and C.H. Hinote officating.
Burial will be in Pine Grove Cemetery with Evans Funeral Home directing.
Body will be in Evans Funeral Home Chapel until one hour before services.
