US Congressman. He attended Antioch College, then moved to Ohio and published the Ohio Press in 1858. He studied law, was admitted to the bar in 1859 and commenced to practice law in Springfield, Ohio. He was Mayor of Springfield, a member of the Ohio State House of Representatives, a member of the Board of Education of Defiance, Ohio and superintendent of insurance. In 1879, he was elected as a Democrat to the Forty-sixth Congress, served until 1881, elected to the Forty-eighth and Forty-ninth Congresses, serving from 1883 to 1887. An unsuccessful candidate for reelection, he resumed the practice of law and was city solicitor of Defiance.
